The terms state that no Earth-based laws will apply on Mars, nor will any terrestrial government hold authority there.

"The parties acknowledge that Mars is a free planet and that no Earth-based government has any authority or sovereignty over Martian activities. Accordingly, disputes will be settled according to principles of self-determination established in good faith at the time of the Martian colonization," the document reads.

A Self-Sufficient City on Mars

As reported by The Independent on October 20, 2020, the initial phase of Mars colonization involves establishing a self-sufficient city that won't rely on Earth supplies. Musk hasn't specified a timeline but confirmed the project is advancing to be ready before a potential cataclysmic event on Earth, such as a comet impact, supervolcano eruption, or nuclear conflict.
